Somali Diaspora
Public sector institutions across Somalia have suffered immense losses in human resources due to the migration of qualified Somalis seeking opportunities abroad. The result has been a reduced quality in service provision in various sectors of the Somali economy and labour force. Somali institutions are lacking in human resources management, financial tracking, planning and policy development as identified by a preliminary needs assessment across the geographic zones of Somalia.

QUESTS-MIDA, throughout the project, will work with public sector institutions in Somalia to identify areas that can benefit from the skills of qualified Somali expatriates in the diaspora. The QUESTS-MIDA project is demand driven and assignments will be matched according to the priorities of public institutions in Somalia.

Which institutions will be targeted?

The following institutions will be targeted during the initial phase of the project:
  • Ministries of Planning, Finance, Family Affairs, Labour, Public Works;
  • Civil Service Commissions;
  • Civil Service Institute;
  • Auditor and Accountant General’s Offices;
  • The Central Bank.

The Ministry of Planning serves as a key focal point for the coordination of the QUESTS-MIDA project and the areas and need for placements will be identified through consultations with public institutions.  The Somali Institutional Development Project (SIDP) will serve as a key technical partner to assist public administration institutions in these decisions but the process will be demand driven with the direct participation of Somalis abroad.

Kindly note the following:

  • QUESTS-MIDA participants will not REPLACE anyone who is currently working in the beneficiary institution.
  • The QUESTS-MIDA project will work with qualified Somali expatriates who have legal residency or nationality status from another country outside Somalia, as well as proof of right-to-return to the same country. (Neither UNDP nor IOM will be responsible for the status determination process).
  • QUESTS-MIDA will only offer short-term capacity building assignments.
  • QUESTS-MIDA is not a repatriation programme.
