 | Where initially QUESTS-MIDA will be catering towards Somali Institutional Development Project (SIDP) strategic priorities, there will be some space for UN agencies to seek support for their respective sectoral counterparts. This support will have to be done against the backdrop of institution building and capacity development and with the aim of strengthening core government processes and capacities in the respective public institution. For example: a request could come in to recruit a QUESTS-MIDA expert to support the Ministry of Health in developing its yearly strategic plan. UNCT members engaging in QUESTS-MIDA should be aware of the following: - Assignments should not be of an ad-hoc nature. They should be part of a larger strategic plan. This will ensure sustainability of results for the beneficiary institution.
- The UNCT member will have to actively participate as the key technical agency at all stages of the process such as development of TORs, recruitment, deployment, monitoring of assignment, etc.
- There will be cost implications for the use of QUESTS-MIDA. These will be dependent on the length of assignment, complexity of the assignment and level of seniority or qualifications needed.
