QUESTS-MIDA recognizes that Somali expatriates already contribute to the reconstruction and develoment of Somalia in various ways – such as sending remittances, investing in businesses and supporting family members. Building on that knowledge, the project is providing additional opportunities to Somalis abroad to participate in the rebuilding and development of Somalia.

The needs in Somalia are many, but weak governance structures hamper the provision of basic services to the Somali people. As part of the Somali Institutional Development Project (SIDP), QUESTS-MIDA seeks to support governance by facilitating skills and knowledge transfer through short-term capacity building assignments of qualified Somali expatriates.

QUESTS-MIDA will advertise all available vacancies on this website. Vacancy notices may also be simultaneously sent out through a QUESTS-MIDA mailing list or through relevant local media channels.

Who is eligible to participate in QUESTS-MIDA?


Qualified Somali Expatriates

Eligibility will focus on:

  • Qualified Somali expatriates whose qualifications match the criteria of the beneficiary institution as spelled out in the Terms of Reference (TORs) for each assignment;
  • Documented evidence of living abroad with legal residency or nationality status outside Somalia, including proof of right-of-return to the same country. (Neither UNDP nor IOM  will be responsible for the status determination process);
  • University degree; (bachelor's, Masters, PhD)
  • Relevant work experience;
  • At least 25 years of age (there may not be an upper age limit, but a medical certificate will be required);
  • Somali-language proficient, as well as English;
  • Ability to work in partnerships and adjust to difficult living conditions;
  • Genuine interest and commitment to the development of Somalia and a willingness to share skills, knowledge and experience.

What are your entitlements if selected?

Contract and Subsistence Allowance

Once selected, the QUESTS-MIDA participant will sign a contract with the beneficiary institution that will have overall responsibility for the qualified Somali expatriate in assignment. This process will be facilitated through QUESTS-MIDA. The project will also facilitate subsistence allowance disbursement to the expatriate. Kindly note that allowances will be determined based on the following criteria:

  • Academic qualifications (e.g., university graduate, etc.);
  • Years of relevant work experience (required for the level and complexity of the work assignment, as pre-determined by the institution and indicated in the TORs).

Below are the guidelines for the subsistence allowance ranges:

Other benefits will include:

  • Travel health insurance;
  • Return flight;
  • Repatriation grant.

Throughout the assignment, QUESTS-MIDA project staff will provide logistical support to the qualified Somali expatriate and monitor the implementation of the assignment by routinely checking in on the participant as well as the beneficiary institution.

As a QUESTS-MIDA participant, you have the opportunity to share your knowledge, skills and experience with Somali colleagues whilst embedded in a public institution eager to receive your assistance.

Which institutions will be targeted?


The Somalia Institutional Development Project (SIDP) seeks to boost institutions’ ability to create and implement policies and laws, develop human resources, and improve financial management and infrastructure.  In doing this, assignments during the first year of the project will be identified in line with the strategy of the SIDP which is to support key public institutions in establishing and implementing core government processes. Key government institutions have been identified as the ones being crucial to running and establishing the machinery of government.  The following institutions will be targeted:
  • Ministries of Planning, Finance, Family Affairs, Labor, Public Works;
  • Civil Service Commissions;
  • Civil Service Institute;
  • Auditor and Accountant General’s Offices;
  • The Central Bank.
